In what is being described as the biggest state-sponsored doping program in Olympic history, a new report from the World Anti-Doping Agency is saying that Russia’s Sports Ministry was responsible for operating a James Bond-esque operation that oversaw Russian athletes use performance enhancing drugs and subsequently cover up positive results in order to win medals at the 2014 Sochi Winter Olympic games.

According to the BBC, Russia’s former head of the anti-doping laboratory, Grigory Rodchenkov lead the operation under the watch of Russian secret service operatives. Ultimately, Rodchenkov administered drugs to athletes and later switched out urine samples to give clean results prior to the 2014 games.

And while earlier reports of the doping scandal indicated that the results would be bad, nobody thought they’d be this bad. Detailed in the report are 580 instances of doping fraud across 30 some olympic sports.

Currently Russian officials are denying the report’s validity, saying that the allegations are simply part of an anti-Russian plot led by Western opponents. Many of Russia’s track and field athletes are already banned from competing at the Rio olympics following other allegations concerning widespread doping among All-Russia Athletic Federation (Araf) athletes. A press conference concerning the report is underway in Toronto.
