My esteemed colleague Mr. Smails seems to have discovered a popular stunt in the utterly frigid and incredibly boring corners of the midwest (I am guessing from the activities that only come from a combination of cold and boredom; and hockey helmets). So, for now I will generalize that everyone in the midwest (my already speculative and generalized location) does this for fun.
