This is just a microcosm of a debate that’s being played out across the great state of Colorado. At what point do you sacrifice preservation in the name of recreation and vice versa.  In this case the debate hinges on an eagle’s nest but in other parts of the state it could be an issue with an threatened species or businesses getting behind trail projects where they stand to turn a profit.
