Marshall Grant Neely III, the Dean of Students at University School of Nashville, has been arrested for hitting bicyclist Tyler Noe on Natchez Trace Parkway in Tennessee on Sunday July 9th, 2017. Along the road, there are a number of signs posted that say bikers may use the full lane.
