There’s always going to be groups of people that take goodnatured localism too seriously and turn it into aggressive territorialism. The Palos Verdes Estates Police Dept. in California has been accused in a class action lawsuit of protecting just such a group of surfers dubbed “The Bad Boys” as featured in Daily Breeze.
According to public records the Bad Boys have been involved in more than a dozen surf-related incidents since January 2015 which have have resulted in zero arrests.
There is a coherent argument for local people who are informed on dangerous areas to self police to make sure people don’t get in over their heads but this seems more like a unchecked gang of dudes who don’t want to share the beach.
The lead plaintiffs in the case are an out of town police officer and a photographer accusing the local police of colluding with the gang to soften punishment and not documenting incidents FULL ARTICLE HERE.

She witnessed a bald man tell another man to leave and then punched him several times in the face when he refused. Four other men, 30 to 40 years old, stood behind the bald man near the cliff’s edge. She video recorded the end of the altercation, capturing the bald man’s final two punches to the surfer in his 50s
Police noted that the video provided a limited perspective of the men because of the distance from Paseo del Mar to the cliffs. The report also said the victim did not report the incident, and the identity of the attacker also was unknown.
“In the event the victim comes forward or is identified, this report should be reclassified as a crime report … and forwarded to the L.A. County District Attorney’s Office for consideration of filing charges against the suspect, should they be identified as well,” the report said.
